General Settings updated to be easier to use, plus new setting.

We have just updated the Settings page slightly. When you go to manage your settings you will now see a link for General Settings. Here you will be able to modify the following:
* Toggling help boxes
* Display of site walkthrough
* Your default account page
* Display of 3rd dashboard column
* Enabling/disabling autocomplete
We have added the ability to enable or disable auto-complete because some people would simply like to turn it off.
A bug with toggling the help boxes has also been resolved.
